An OCONUS PCS is a collection of connected timelines. Documents can affect travel, travel affects lodging, and housing can affect schools and commutes. Build one household plan that shows those dependencies rather than keeping each topic in a separate message thread.
First distinguish a foreign-country assignment from Alaska, Hawaii, or another nonforeign OCONUS destination. OCONUS is a travel classification; it does not mean every destination has the same passport, entry, or family-authorization process.
Confirm the assignment and family arrangement
Review the orders, reporting requirement, dependent travel, and any required overseas screening with the responsible personnel office. For an applicable foreign assignment, resolve command sponsorship and entry questions before committing to family travel.
Military OneSource's OCONUS move checklist (opens in a new tab) identifies the major coordination areas. Use it as an official starting point, then follow the destination and service instructions for your household.
Build a document tracker
| Document area | Question for the responsible office |
|---|---|
| Orders and amendments | Does the latest version reflect the planned move? |
| Family authorization | Are dependents authorized, and what remains pending? |
| Passports and entry | Which document does each traveler need for this route? |
| Screening | What process applies, and when must it be completed? |
| Pet paperwork | Which destination requirements and validity windows apply? |
| School records | What does the receiving school request? |
Keep actual documents in a secure carry folder or approved official system. A task checklist only needs status and the next action.
The State Department's special-issuance passport guidance (opens in a new tab) distinguishes official travel documents from ordinary personal travel use. Ask the servicing passport office about each traveler and any personal side trip. Do not assume a tourist passport or the service member's orders covers everyone.
Sequence transportation and shipments
Contact the transportation office about authorized passenger travel, household goods, unaccompanied baggage or storage where applicable, and vehicle-shipping questions. The official shipment guide (opens in a new tab) describes different shipment arrangements.
Decide what the household needs before the main shipment arrives. Account for lodging space, climate, work, school, and daily care when choosing what to carry.
Resolve the high-dependency tasks early
Use the command-sponsorship guide for accompanying-family questions. Use the OCONUS pet-flight guide to align veterinary preparation with the route.
Ask the school liaison about education options before committing to housing. Discuss ongoing healthcare and care transfers with the relevant plan and providers. For spouse employment, check employer approval and destination work rules separately from the family's permission to reside.
Prepare the first week
Confirm temporary lodging, arrival transport, a working communication method, reporting instructions, and essential supplies. Ask the sponsor what can be arranged before arrival and which tasks require being present.
Make a backup for a delayed flight, shipment, or home availability. Include likely upfront costs in the budget while keeping reimbursement assumptions separate.
Recheck the whole plan after a change
When dates or family circumstances change, review documents, pet timelines, school plans, and reservations together. One amended date can invalidate several assumptions. Before departure, each major task should be confirmed or have a named official contact and a clear next action.
